Evidence semantics

UNKNOWN, PENDING_RESEARCH, SOURCE_AVAILABLE_NOT_INGESTED and NOT_INGESTED are explicit states. They never become evidence of absence. Queue MW, utility service capacity, contracted demand, energized capacity, Epoch IT power, chip power and measured load remain separate measurements.

Current Track 3 boundary

The current repository has a complete 93-site site/grid evidence disposition: 88 sites have site-level grid evidence, 2 have verified site-specific queue IDs, and 3 have explicit researched-no-public-record outcomes. Remote-sensing acquisition targets cover all 93 sites, and the canonical build currently contains 631 processed satellite observations across 92 of 93 sites. Three source-backed transformer events are retained; the remaining 92 site-level transformer cells are explicitly assessed as having no qualifying retained public record in the current evidence layer. These are explicit evidence states, not findings about any facility.
