## What complete means here

The software/data/research contract is complete where public evidence permits: schemas, evidence states, provenance boundaries, canonical joins, closure rules, queues, validation, external-capability handoffs, and release consistency are explicit and machine-checkable. The closure register records zero untracked repository gaps while preserving unresolved research and acquisition work.

Empirical Track 3 verification is **not closed**. The remaining blockers require records, access, authority or intelligence that a public GitHub repository cannot manufacture: globally complete transaction-level accelerator accounting; authorized physical inspections; global serial continuity; independently verified decommissioning/recycling; a closed statistical audit population and realized sample; comprehensive covert-site intelligence; and independent verification governance.

## Semantic guarantees

- Queue/interconnection capacity is not meter telemetry.
- Meter telemetry is not direct proof of AI workload.
- Public data-center identity is not proof of operation.
- Missing public records are not evidence of absence.
- Aggregate supply/ownership snapshots are not a closed global inventory.
- Lead-only coordinates are not canonical physical targets.
- A facility remains INCONCLUSIVE until its defined facility-wide gate is satisfied.

This release is a public-evidence research-infrastructure snapshot, not a certification, treaty verifier, or proof that covert compute has been comprehensively detected.
